The City of Yuba City’s Public Works Department is responsible for the maintenance of 525 lane miles of roadway. To ensure continual improvement of the City’s roadway system, the maintenance efforts are coordinated between the Public Works Streets Maintenance Division and Engineering Division. Responsibilities for each division include:

Public Works—Street Maintenance Crews:

  • Crack sealing—minor roadway cracks
  • Temporary and permanent pothole repairs
  • Pavement restoration for utility trenches
  • Minor pavement restoration across the City

Engineering:

  • Establish and provide pavement management priorities
  • Design and implement cost-efficient maintenance projects
  • Annual Resurfacing Projects—Type II Slurry Seals and Asphalt Rubber Cape Seals
  • Seek Local, State, and Federal grant funds to leverage available funding to maximize road improvements
  • Design and implement large Capital Improvement Projects (see project map and list below)

Revenue Sources:

The City receives approximately $5.7M each year for operations, maintenance, and Capital Improvements to the City’s roadway system. The pie chart below displays the various funding sources and their respective funding amounts.

Typical Annual Expenditures:

The $5.7M in revenue is expended annually for the listed roadway expenditures: operational costs, striping and markings upgrades, drainage improvements, traffic signal repairs and improvements, sidewalk repairs and improvements, roadway Capital Improvement Projects, and various road rehabilitation projects.

Rehabilitation Methods and Most Efficient Use of Funds:

It is essential that the City employs preventative maintenance projects on an annual basis to ensure roads with good pavement condition index (PCI) ratings keep those high ratings. Preventative maintenance methods such as slurry seals and asphalt rubber cape seals are relatively low in cost, providing a high value of preventivie maintaince work. It is imperative to retain high PCI ratings, as when a roadway’s PCI rating drops below 70, the roadway condition will degrade at a much faster rate than when the rating was above 70.

Once a roadway’s PCI drops below 50, more extensive repair methods such as mill and AC overlay or reconstruction are required. These repair methods can cost 6 to 9 times more per square yard than preventative maintenance methods.
