The Community Development Block Grant Program (CDBG) is a federal program of grants to local governments, administered by the U.S. Department of Housing and Urban Development (HUD). HUD awards grants to communities, like Yuba City, to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. HUD requires that at least 70% of all CDBG programs monies be expended to benefit low-income persons.

Eligible Projects:

CDBG funds can be used for three general types of projects that assist low-income people: affordable housing, capital improvements, and public service activities. Please visit this page for more information on the eligibility of potential programs/activities. 
CDBG Eligible Activities

Program Benefit:

The CDBG Program is primarily designed to benefit low-income people. Even if a project fits one of the eligible categories, it must also pass the low-income benefit test. Most projects qualify if at least 51% of the users will be low-income, as defined by HUD (80% of the area-wide median income). This includes projects located in a neighborhood with a high percentage of low-income people.

Distribution of Funds:

CDBG allocations are required by HUD to be distributed as follows: maximum 20% for General Administration costs;  maximum 15% for Public Services; and the remaining funds for other eligible activities.

Application Review and Award Process:

Applications for funding are accepted annually. Usually, applications become available in February, and are due to the City in March. During this window of time a public meeting is held for potential applicants to learn more about the CDBG program, and to ask any questions they might have. Upon completion of the application process, a review committee scores and ranks the applications, making the recommendations for what programs will be funded in the coming program year. The recommendations are compiled in the Annual Action Plan and presented for public review and comment for 30 days. After the 30 days the Annual Action Plan is presented to City Council for approval. Upon approval the City submits the final version of the Annual Action Plan to HUD for review and approval. HUD must approve the plan before official awards and contracts can be made with the funded programs.

2024 DRAFT ANNUAL ACTION PLAN

The City is seeking public comment on the following document and will hold a public hearing for the 2024 CDBG Draft Annual Action Plan.

The City of Yuba City is an entitlement jurisdiction receiving a federal formula grant from the U.S. Department of Housing and Urban Renewal. The intent of the grant funding is to provide decent housing, a suitable living environment and to expand economic opportunities, primarily for low and moderate-income persons. On an annual basis, the City must prepare an Action Plan that outlines planned activities for the upcoming fiscal year. More specifically, the Action Plan includes the proposed budget for CDBG funds, the Federal Application for Assistance, and a discussion of actions the City will undertake during the program year regarding homelessness and anti-poverty initiatives.

Draft copies of the 2024 Annual Action Plan will be available for review beginning May 18, 2024, at City Hall or online at www.yubacity.net/CDBG.
