The City of Yuba City’s Public Works Department is responsible for the maintenance of 525 lane miles of roadway. The City of Yuba City expends $5.7M annually for roadway expenditures including operational costs, striping and markings upgrades, drainage improvements, traffic signal repairs and improvements, sidewalk repairs and improvements, roadway Capital Improvement Projects, and various road rehabilitation projects. 

It is essential that the City employs preventative maintenance projects on an annual basis to ensure roads with good pavement condition index (PCI) ratings keep those high ratings. Preventative maintenance methods such as slurry seals and asphalt rubber cape seals are relatively low in cost, providing a high value of preventative maintenance work. It is imperative to retain high PCI ratings, as when a roadway’s PCI rating drops below 70, the roadway condition will degrade at a much faster rate than when the rating was above 70.

Once a roadway’s PCI drops below 50, more extensive repair methods such as mill and AC overlay or reconstruction are required. These repair methods can cost 6 to 9 times more per square yard than preventative maintenance methods.
