Walton/Happy Park Area

In 2000, a Master Tax Exchange Agreement was entered into between Sutter County and the City of Yuba City outlining a transition from Sutter County Sherriff service to Yuba City Police service for land in the City’s sphere of influence as it is annexed to the City. In 2007, that threshold for change in service from Sheriff to Police was triggered for land in the northwest of Yuba City (the Tierra Buena Area). 
While a significant number of City residents now reside in the southwest area of Yuba City, known as the Walton/Happy Park Service Area, that threshold for change in service has not been met and those City residents continue to be serviced by the Sutter County Sheriff’s Department. There is strong desire by those City residents and City staff to bring the incorporated residents in the Walton/Happy Park Service Area under the umbrella of the Yuba City Police Department.  The current funds generated through the tax exchange agreement are not enough to cover the current service provided, and the Sheriff’s Department runs at a deficit for providing service to this area. If service were to be transitioned to Yuba City Police, it will be an additional cost to the City to cover the deficit,  potentially require the creation of a new police beat hire additional officers and dispatchers, and purchase the additional safety equipment and vehicles.  There is strong desire by residents and City staff to bring these services under the umbrella of the Yuba City Police Department as this area is incorporated into the city limits.  This will be an additional cost to the City as it will require the creation of a new police beat.
